Shannen Nicole Chua

Ms. Shannen Chua is a Treasury Operations Officer under the Capital Market Strategy and Planning Division of the Bureau of the Treasury. She leads the design and implementation of the Philippines’ various disaster risk financing and insurance programs. She spearheads the BTr’s risk analysis initiative using GIS (Geographic Information System) to better quantify and qualify the nation’s disaster risk and the exposure of its strategically important assets. She advises the Treasurer of Philippines in the formulation and execution of innovative disaster risk financing solutions to address the country’s vulnerability to disaster risk. Among the initiatives she has led was the Philippine-Sponsored Catastrophe Bond, which was the first Catastrophe bond sponsored by an Asian sovereign and listed in an Asian Exchange.

In 2017, she earned her Bachelor of Science in Legal Management from Ateneo de Manila University, where she graduated Magna Cum Laude and was given the Legal Management Program Award.  In 2022, she earned her Master of Professional Studies in Global Development from Cornell University.
